台前调度的 bug？

当前我的 chrome 在前台，开了 3 个独立窗口，如果 chrome 退到后台（也就是左侧调度列表）以后，我可以通过点击左侧 chrome 图标，来平铺显示所有独立窗口。

但是如果我把其他一个 APP 窗口移动到 chrome 的窗口组内，便无法再通过点击图标平铺窗口列表，这个是 bug 还是设计如此？
