求助。windows server 2019 开放端口无效

在搬瓦工 dd 了一个 windows server 2019
然后想开一个 8000 端口，在防火墙设置了入站规则，但是设置后没效果。
在网上搜索后，都一样的设置，有大佬知道哪里出问题了吗？谢谢了
